    Chief Executive Officer

    Veemal Gungadin was appointed Chief Executive Officer of Mauritius Telecom in April 2025. After 25 years building and scaling digital businesses across Singapore, the United States, China, and India, the Mauritian returned home with a clear purpose: to help build the country’s next phase of growth through technology.

    He has seen first-hand how digital infrastructure reshapes economies, expands opportunity, and redefines what small nations can achieve. He brings that perspective with a firm conviction that Mauritius can play a
    far bigger role in the global digital landscape.

    Under his leadership, Mauritius Telecom is evolving from a traditional telecoms operator into a digital infrastructure backbone. The company recently became the first in Mauritius to deploy NVIDIA GPUs, laying
    the foundation for AI-era computing on the island. At the same time, MT is rolling out mytGPT across schools nationwide, placing AI-powered learning tools in the hands of teachers and students–an investment to
    ensure that the next generation does not just consume the AI revolution, but helps shape it.

    The broader strategic vision is equally ambitious: building sovereign cloud capabilities, strengthening regional connectivity, and positioning Mauritius as a trusted digital hub at the crossroads of Africa and Asia.
    Veemal serves on the Board of Directors of Digital Council Africa, contributing to the continent’s AI and digital policy agenda. He is also a member of the Board of Directors of Orange Madagascar.

  • Michel DEGLAND

    Deputy Chief Executive and Chief Operating Officer

    Michel Degland holds a Master’s degree from HEC School of Management in Paris and brings over 30 years of international experience in the telecommunications and ICT industries.

    Prior to his appointment as Deputy Chief Executive Officer and Chief Operating Officer in October 2021, Michel served as CEO of Orange Madagascar and Chairman of Orange Money Madagascar for five years. During this period, he led a successful turnaround strategy, including the launch of 4G and broadband services, as well as the development of innovative mobile money and energy solutions.

    From 2009 to 2016, Michel was the CEO of SoftAtHome, a software company focused on the digital home
    sector, where he introduced IoT services tailored to telecommunications and utility companies, including major clients such as The Orange Group, Etisalat, Swisscom, and Direct Energy.

    Earlier in his career, Michel was Chief Operating Officer at Viaccess, a digital content protection company, from 1998 to 2008, where he played a key role in expanding the company’s global operations.

    In recognition of his contributions to the development of Madagascar, Michel was awarded the title of Chevalier de l’Ordre National Malagasy. Additionally, he serves as an advisor on French international trade.

  • Yagianath ROSUNEE

    Chief Technical Officer

    Yagianath Rosunee holds a Master’s degree in Electronics, Electrotechnics and Automation applied to Instrumentation from the University of Grenoble-Alpes (France), as well as a Master’s in Business Administration.

    He assumed the role of Officer in Charge of the MT Group from 31 December 2024 to 13 April 2025, bringing over 39 years of experience in both technical and commercial leadership positions in Mauritius. Throughout his career, he has played a key role in the transformation of Mauritius Telecom, evolving the Company from a voice-only provider to a technologycentric leader in the industry. Notably, he was responsible for introducing the national public data network in 1993, launching internet services in 1996, and implementing broadband ADSL services in 2002.

    As Head of B2B Services and Wholesale Markets, Yagianath Rosunee spearheaded the launch of innovative services such as Managed Global WAN and Global IP services. These initiatives were pivotal in advancing the ICT sector, positioning it as the fifth pillar of the economy and helping to establish the country as a prominent hub for international business.

    He was later entrusted with leading the All-IP Transformation Programme, which laid the groundwork for an integrated network infrastructure that included fixed, mobile, broadband and IPTV services, as well as the migration from copper to fibre networks.

    In his present post as Mentor – Networks, Enterprise Solutions (B2B) and Wholesale Market of the MT Group, he provides guidance and support to ensure a smooth and structured transition of leadership within the departments as well as mentoring his successors and contributing to the continued growth and efficiency of the departments.

  • Abdelhedi DIMASSI

    Chief Financial Officer

    Abdelhedi Dimassi is a Certified Management Accountant from the Institute of Management Accountants (USA) and holds a Master’s in Corporate Finance from IAE Paris Sorbonne. He also holds an Engineering Degree and a Master of Science from the École Nationale Supérieure des Télécommunications of Paris.

    He has 20 years’ experience in the telecommunications sector where he started his career as a consultant and evolved to management roles on cost efficiency, M&A, and financial controlling.

    Prior to joining Mauritius Telecom, Abdelhedi Dimassi was the Financial Controlling Director of Orange Jordan from 2020 to 2023 and Globecast France from 2017 to 2020.

  • Teswaree KISTO HEERAH

    Chief Information Security Officer

    Teswaree holds a Master of Science in Cyber Forensics and Information Security from the University of Madras, India.

    Bringing over 15 years of international cyber leadership experience, she has demonstrated a proven track record of working in diverse sectors such as telecommunications, finance, hospitality, nuclear power, smart and cognitive cities, and the marine and logistics industries. She has collaborated closely with C-suite Executives and Boards to develop and implement effective cyber governance, create cyber-risk quantification models, and lead technology enablement initiatives. Her expertise spans in both building and running security strategies and largescale programmes across geographically dispersed and complex environments with a focus on measuring cyber resilience. Teswaree volunteers widely to increase cybersecurity and technology skills across the globe.

    Teswaree serves as a Regional Advisory Board Member of The Alliance, a distinguished platform dedicated to Chief Information Officers (CIOs) and Chief Information Security Officers (CISOs), with a strategic focus on advancing cyber resilience.

    Teswaree, a passionate advocate for a safer digital world, emphasizes the ethical considerations of cybersecurity initiatives and data protection compliance. Within MT Group she plays a key role in fostering cybersecurity culture, enhancing stakeholder engagement, managing vendor relationships and leading cybersecurity and data protection regulation compliance.

    Chief Innovation Officer

    Avinash holds a Bachelor of Engineering in Electronics and Communications, specialising in mobile and networking fields.

    With over 20 years of hands-on experience in ICT and Telecommunications within the MT Group, Avinash is highly skilled in the deployment and management of mobile, broadband, and ICT services. Throughout his career, he has led several key strategic initiatives, including value-added services and mobile prepaid projects for Mauritius Telecom. From 2015 to 2017, he headed the special projects team responsible for the successful
    implementation of various strategic initiatives.

    Avinash leads the innovation team at Mauritius Telecom, overseeing all digitalisation projects and software development. His focus is on shaping and implementing robust strategies, practical and actionable roadmap for integrating new technologies, including Machine Learning and Artificial Intelligence, to enhance the company’s services and ensure digital accessibility across all channels.

  • Deenavallee RAMASAWMY

    Chief Corporate, Legal and Regulatory Affairs Officer / Company Secretary

    Deenavallee is a qualified Barrister-at-Law and serves as the Chief Corporate, Legal and Regulatory Affairs Officer and Company Secretary of Mauritius Telecom and its subsidiary companies. She holds an LLB and an LLM in International and Commercial Law from the University of Greenwich, as well as a Postgraduate Diploma in International Commercial Arbitration from the University of London.

    In her executive role, Deenavallee leads the Group’s corporate, legal, and regulatory functions. She is responsible for the development and execution of legal and compliance strategies, oversees contract negotiation and legal risk management, and advises on regulatory and policy matters. She also provides strategic legal counsel across the organisation and works closely with the CEO, Executive Management, and the Board to ensure alignment with the Group’s business goals and long-term vision.

    As Company Secretary, she ensures compliance with statutory and regulatory obligations and advises the Board on governance and corporate matters. Deenavallee plays a key role in enabling effective Board operations and strengthening governance frameworks in line with best practices.
