Sarat Dutt Lallah G.O.S.K. is the Chairman of Mauritius Telecom since December 2024. He is an ICT consultant and has had a long career in the IT field in the private sector, including the posts of Manager
Computer Department and Software Manager of a leading Mauritian group. In 1991, he launched his own consulting & training company.

He was the CEO of Mauritius Telecom from October 2005 to January 2015. He also served as Chairman of Continuity Mauritius Ltd and Telecom Vanuatu Ltd (TVL) and was a member of the Board of Directors of Orange Madagascar (2005-2015). He was Director of Africell in Burundi (2005-2008). He chaired the Board of Directors of several subsidiaries of MT Group namely Cellplus, Telecom Plus, Teleservices, CSL, MT Properties and MT Services. He was also Chairman of Mauritius Telecom Foundation
which he created in 2009.

He was the Minister of Telecommunications and Information Technology from July 1997 to September
2000. From October 1997 to September 1999, he concurrently held the post of Minister of Social Security and National Solidarity. He was elected First Member of the Constituency of Vacoas-Floreal in December 1995; he was Deputy Chief Whip from 1995 to 1997, and he occupied the post of Secretary-General of the Mauritius Labour Party from 1996 to 2001.

He served as Chairman of the National Computer Board and Chairman of the Telecommunication Advisory Council from 1996 to 1997. He was also a member of the African Ministers of Telecommunications Steering Committee. He was the Chairman of Southern Africa Telecommunications Association (SATA) in 2009/2010.

Sarat Dutt Lallah was conferred the title of Grand Officer of the Order of the Star and Key of the Indian
Ocean (G.O.S.K.) by the President of the Republic of Mauritius on 12 March 2025 in recognition of his
outstanding contribution and dedication in the fields of ICT and politics.

Fabrice André holds a Master’s degree in Science from Ecole Polytechnique Paris and a Master’s degree
in Telecommunications from Telecom Paris, as well as an International Management Certificate from
ESSEC-IMD.

He held various managerial positions at Orange France in Network Management, R&D, Commercial Control and Customer Service, before joining Orange Middle East and Africa.

After serving as Deputy CEO of Sonatel Group in Dakar, he took the responsibility of Orange Operations
in Central and Southern Africa and the Indian Ocean, as Chairman of Orange DRC, Orange Cameroon,
Orange Centrafrique, Orange Madagascar and Groupe Orange Services (GOS – Abidjan), and Director of Orange Money Group, Orange Botswana and Mauritius Telecom Ltd.

Devendre Gopaul has more than 30 years of experience in the public sector. He is currently the Permanent Secretary at the Prime Minister’s Office and is attached to the Defence and Home Affairs
Division. He has a leading role in the implementation of major government decisions. He has also acquired working experience at international level as Administrative Officer and as Technical Officer
(Governing Bodies) at the World Health Organization.

He has pursued higher qualification in legal, administrative and technical areas. This includes:

Wolverhampton, LLM with specialisation in Public International Law - University of London, LLB University of London, MSc Applied Economics - University of Mauritius, Diplôme du Cycle International
d’Administration Publique - Ecole Nationale d’Administration (France), Post Graduate Certificate in Education - Mauritius Institute of Education, Graduate Diploma in Statistics - Institute of Statisticians UK, Diploma in Management Studies - University of Mauritius, Diploma in Occupational Health & Safety - National College of Industrial Hygiene, Australia.

Alban Lo Gatto holds a Master’s degree in Private Law and a Master’s degree in International Business Law.

He started his career in the United Kingdom in the pharmaceutical sector and later moved into the water and facility management business.

He returned to France and served as legal adviser in several companies within the IT and retail industries, before joining France Telecom/Orange in 2007 as Deputy General Counsel, Mergers and Acquisitions.

He now serves as Chief Corporate Affairs and Compliance Officer, leading all legal, regulatory and compliance areas of the Orange Group in Middle East and Africa, including company secretarial duties
for Orange Middle East Africa (France) and Orange Middle East and Africa Management (Morocco). He also holds the position of non-executive director of several companies in the telecom and finance sectors.

Elsa Mainville holds a Master’s degree in Engineering from Telecom Paris and a Master’s degree in Public Administration from Columbia University. She is currently Senior Vice-President, Group Strategy, in charge of B2B and cybersecurity.

Elsa has over 25 years of experience in international telecommunications and B2B IT services, in
management and corporate development roles. She joined France Telecom North America in New York
in 1996, and after several years, became the local President and a board member of the B2B subsidiary,
France Telecom Corporate Solutions.

After more than ten years in Orange Business Services, where she held various senior management positions, dealing with multinational customers and global operations, she managed Corporate Development for B2B, cybersecurity, and international wholesale in the Group M&A division. She is passionate about digital transformation and inclusion, and is active in various non-profit organisations.

Elisabeth Medou Badang is Senior Vice-President Human Resources and Spokesperson for Orange
Middle East & Africa.

She was previously Senior Vice-President Africa and Indian Ocean for Orange Middle East and Africa, CEO of Orange Cameroon for four years when she drove the mobile money revolution in the country, and before that she led Orange Botswana for four years. She was the first African woman to lead an Orange affiliate and has more than twenty years’ experience in an executive position in telecommunications.

She has a Postgraduate degree in Finance and certificates in Executive Business programmes from EM Lyon Business School, Cranfield University and ESCP. She also successfully completed a Certification course in corporate governance with IFA-Sciences Po Paris.

She is passionate about the ICT development potential in Africa and digital inclusion in general and its ability to transform people’s lives. She sits on several boards and audit committees in the region.
Medou Badang has received widespread recognition, such as the African Telecommunication Manager
of the Year Award in 2014, Best Mobile Operator Southern Africa with Orange Botswana 2012, Best
Mobile Money Operator Southern Africa in 2013, Best Mobile Operator in Cameroon 2017, and as the first female Innovator of the Year at Africa Com 2019. She was included among the 50 most influential women in African business in 2018.

Kritananda Naghee Reddy joined the Ministry of Finance in 1984 as Assistant Accountant and had become Principal Accountant by the time he left the Ministry in 2004. In that year, he joined the Attorney General’s Office as State Counsel.

He has had extensive training locally as well as overseas in accountancy and law, and currently occupies the post of Assistant Solicitor-General. In that capacity he is involved, on behalf of the Government of Mauritius, in judicial review and civil and constitutional cases before the Supreme Court. He also appears before numerous tribunals on behalf of the State.

As a Government representative, he has been a Board member of various public bodies and is currently
a Board member of both the Mauritius Revenue Authority and the State Investment Corporation. He became a Board member of Mauritius Telecom in July 2022.

Hisham Rojoa holds an MEng in Electrical and Information Sciences from Cambridge University, UK, and an MBA from MANCOSA, South Africa.

He started his career at Mauritius Telecom in 1998, joining the Business Services Division and later moved to Marketing Division, where he handled all Data and Internet services of Mauritius Telecom. He
gained regional and international exposure through other organisations such as AfriNIC, the Regional
Internet Registry for Africa.

Since 2008, Hisham Rojoa has started several business ventures and is now a shareholder of
companies involved in strategic consultancy, business re-engineering, software development and training. Through these ventures, he acquired an overarching experience of the Telecom and IT industries.

He is actively involved in local and international professional associations as well as NGOs working towards poverty alleviation through empowerment, and has developed a number of digital solutions for NGOs.

Mahess Rawoteea, Acting Deputy Financial Secretary at the Ministry of Finance, is a Fellow Member of the UK Association of Chartered Certified Accountants and holds a Master of Business Administration (with specialisation in Finance) from the University of Mauritius.

He has held various key positions in different government institutions and has represented the Government in various fora, both locally and internationally.

On the international front, he has been extensively involved in discussions at the OECD level on the Base Erosion and Profit Shifting project, while ensuring that Mauritius achieves full compliance with both the OECD and European Union international standards on Transparency and Exchange of
Information for Tax Purposes as well as international standards to prevent harmful tax practices. He
has been a key negotiator for Mauritius on several international agreements.

He is presently also the Chairman of the SADC Finance Subcommittee and the Alternate Chairman of the Collaborative Africa Budget Reform Initiative (CABRI), a formally established intergovernmental organisation that fosters peer learning and exchange among African ministries of finance, budget, and planning.
