This document outlines Mauritius Telecom's strategic direction for the period 2026–2029, providing clarity and confidence to stakeholders on the role we intend to play in shaping Mauritius' digital future and regional relevance.

Why change is necessary

The telecommunications environment is evolving rapidly. This strategy responds to:

  • A maturing domestic market with limited organic growth and increasing competitive pressure

  • Accelerating technological shifts, including AI, cloud-native architectures, automation and cybersecurity

  • The imperative to strengthen regional relevance and secure Mauritius' position in emerging digital corridors

  • The need to avoid the long-term risk of structural decline by evolving decisively

What we are building: The Africa–Asia Digital Corridor

Our strategy is structured around a unified architecture designed to position Mauritius as a regional digital hub—connecting infrastructure, technology, people and purpose.

Four Continental Corridors

Connectivity Corridor

Strengthening Mauritius' role as a resilient, low-latency digital node through subsea cable diversification, redundancy, advanced mobile and fixed infrastructure, and satellite integration.

AI & Compute Corridor

Expanding Tier IV data centre capacity and deploying high-performance compute, AI infrastructure and sovereign cloud capabilities to support secure data processing and AI workloads.

Financial Corridor

Enabling the trusted digital infrastructure required for modern financial services, including secure digital payments, cross-border services and fintech integration—supporting regulated financial flows.

Innovation & Scale-Up Corridor

Supporting startups, scale-ups and digital platforms, enabling regional go-to-market opportunities, and facilitating partnerships for experimentation and co-innovation.

Two National Accelerators

AI Enablement for All

Democratising access to AI across Mauritius, supporting ethical adoption and productivity gains across public and private sectors.

Digital Talent Pipeline

Developing skills and reskilling pathways through partnerships with educational institutions to strengthen long-term talent readiness and national competitiveness.
